We are in dire need of decisive, moral and honest leaders

JOHN FREDERICKS WRITES:The response by the Fisheries Minister when queried about the fishing quotas issued to the National Intelligence Agency, leaves no room for intelligent debate, as the honorable minister would only shrug his shoulders and pass the buck unto a higher office than his.This is a fishy business that had been rotting and smelling for close to two decades, and nobody picked up the smell, not to mention reporting something fishy. For the minister to claim that he found the situation as it is when he entered his esteemed/high office, and that it is none of his business as to how it came about, is not only a severe case of negligence and dereliction of duty, but also a manifestation that he is not fit for that office.The minister did not even attempt to make it look as if this fishy business is of a concern to him or his ministry. The minister failed not only the people of Namibia with his nonchalant attitude, but his mannerism speaks volumes about accountability, or rather lack thereof.Another serious matter concerns the Lands Ministry. The Office of the Ombudsperson politely and professional requested the Lands Ministry to supply them with the list of all the beneficiaries whom received land/farms from the Ministry.This to my mind is a straightforward request since it is expected that the Lands Ministry would have all the data of the beneficiaries, and the farms allocated to them, at the press of a button. The fact that the information is not forthcoming, with an accompanying grave silence from the Minister, leaves an unearthing uneasiness.The worrying part is that the requested data is also needed for the upcoming all important land conference, and still the Minister sees no urgency in the matter, which brings me to the point of urgency.The other day, an urgent circular was send out by a particular Ministry. This circular only reached the recipients a week after it was dated. So how urgent was the directive? Not to mention the spelling mistakes on the directive, which was an official communication. It appeared as if no one cared about quality and professionalism at that particular Ministry.The time for accountability is now! We cannot go on and pretend we do not see these cancerous lack of accountability, lack of urgency and lack of transparency.Let us start by instilling the values of transparency, accountability and honesty within our immediate places of work, worship and social circles, and maybe, just maybe will we produce leaders and people of high moral character and integrity.(Editor's note: The Ministry of Land Reform has since provide data about benificiaries of the resettlement programme to the Office of the Ombudsman.)
