To bail or not

Dozens of magistrates according to the Namibian Sun attended a workshop in Windhoek on legal principles governing the granting of bail?
Are they even qualified if they don't know this already? Or a 6 months crash course to become a magistrate?
Shivute says: Courts do not only have to protect the rights of the accused, but also the victims? So the accused comes first and the victims second? Surely it should be the other way around so that the citizens are protected against criminals?
Last year a repeat rapist was out on two accounts of rape and one of murder, raped again and was released on bail? Surely that magistrate is incompetent and is as guilty as the culprit in this case?
Chinese caught with rhino horns and other wildlife products repeatedly get bail after bail, where it is clear that they will abscond? Drunken drivers kill people on the roads, no valid driver license, yet get bail?
