The Swakopmund town council’s management committee has resolved that Swakopmund public coordination committee (SPTCC) will continue to manage and administer the Mondesa taxi rank for a trial period of six months.

The management committee added that at the end of the trial period arrangements will be made for the expression of interest for the management of the taxi rank.

The SPTCC will be responsible for the payment of rent for the taxi rank and to draft the public transport management by-laws.

The town council will continue with the contracted security company to assist with security services at the taxi rank. The works section of the municipality will also attend to roadmarkings and improvements.

A further business operational plan will be submitted to the management committee for consideration before September.

The SPTCC was established on 23 February after the town council’s approval. The committee was tasked with the mandate to manage and administer the taxi rank under the supervision of the community development services department.

After it took over the operations of the Mondesa taxi rank earlier this year from the Namibia Bus and Taxi Association (NABTA), it experienced several challenges at the taxi rank. These include poor lighting which led to commuters being dropped off at Mondesa Shell service station that subsequently created traffic congestion in Mandume Ya Ndemufayo Avenue during night time.

Other challenges includes the lack of control it has over operators due to the absence of proper public transport by-laws for non-compliance as well as administrative challenges such as removal of rubbish bins and faded roadmarkings at the facility.

Despite the challenges, the committee has been successful in other tasks. The introduction of the lining up system (first come, first served principle) has been effective.

Grabbing of bags, manhandling and fighting over customers, which was prevalent in the past, has stopped due to proper control measures which were put in place.

The number of commuters using the facility increased to due to the proper order enforced by the committee.
