Namibia's social protection system is fragmented: Kameeta

Namibia has one of the best Social Protection Systems (SPS) in Africa, but the country needs to review its fragmented social safety nets, says minister of poverty eradication and social welfare, Zephania Kameeta.

A SPS consists of policies and programmes designed to reduce poverty and vulnerability by enhancing people's capacity to manage economic and social risks, such as unemployment, exclusion, disability and old age.

Speaking during the opening of a three-day seminar on Namibia's SPS on Wednesday, Kameeta said the local system faces various challenges.

He said social safety programmes are scattered across various government offices, ministries and agencies, which undermines the efficiency and effectiveness of these systems.

He noted there is a need for policy frameworks and well-articulated documents.

The seminar, which ended on Friday, deliberated on strengthening the SPS and developing a comprehensive system that cuts across the different requirements and needs of all societal spheres.

Kameeta said a comprehensive SPS is one that recognises every Namibian's right to a dignified life and enables those who can, to be able to develop themselves and advance from abject poverty.

“We need to remain committed in advancing a social development agenda that promotes human rights, social justice and integrity,” he said.

Special advisor to the minister Bience Gawanas said the seminar looked at special protection with a human rights development approach.

The seminar was amongst others being attended by representatives from the ministry of gender equality and child welfare, United Nations Children's Fund, ministry of health and social services and the Social Security Commission.
