'Namibians under-develop their own country'

Namibians under-develop their own country when they do not complete projects such as houses for the mass housing project, deputy prime minister Netumbo Nandi-Ndaitwah has said.Nandi-Ndaitwah made the remarks in parliament during her contribution to the debate on the 2019/20 National Budget last week.The N$66.6 billion National Budget for the 2019/20 financial year was tabled recently. “As a nation, we lose a lot of money on tenders given to people … without capacity or simply with wrong intentions,” said Nandi-Ndaitwah, who is also minister of international relations and cooperation. Under the N$45 billion mass housing project, 10 000 houses were supposed to be constructed from 2014.The project was however halted, among others because the National Housing Enterprise could not acquire the N$2 billion needed to bankroll it. There were also concerns that contractors had inflated prices.“Unless this type of behaviour comes to an end, no matter how brave we are, we will end up being a shame amongst nations. We need to change our thinking to being nationalist as opposed to individualists,” Nandi-Ndaitwah said.NDPsShe further said the lack of rainfall has negatively impacted the national development plans and as a result, the budget is structured to address the impact of climate change.“When people are not able to grow their own food to feed themselves and their animals, the immediate reaction is that governments are not taking care of them and that can create tension,” she stated.Earlier this year, cabinet approved comprehensive drought relief interventions amounting to N$572 million to assist affected communities in communal areas for the 2019/20 financial year.The drought relief will include food assistance, livestock management incentives, lease of grazing areas and lick supplement for stock herds.Nandi-Ndaitwah commended the budget allocation to young entrepreneurs because she said they can have a meaningful impact on the economy with entrepreneurship projects under the National Youth Council (NYC). The NYC will receive N$24.5 million for the 2019/20 financial year, compared to N$7 million in 2018/19.– Nampa
