Those institutions are not a problem, the problem is here in Namibia where we have incompetent authorities like HPCNA that are abusing power because of specific individuals who have vested interests. NQA have never had issues with those institutions, in fact the medical field is mostly dominated by doctors with foreign qualifications from the very same institutions. Due diligence was carried out. There was a team that was dispatched in 2013 to those countries.
But both the HPCNA and MoHSS as a custodian of the internship program have failed to plan for the safe landing of the graduates, thus projecting their failure on graduates.
There is a difference between testing for academic competency and practical (professional) competency. The internship program was introduced to fill the gap between theory acquired in school and local standardized practice which is not in any text book. One cannot then set an evaluation without reference.
There are rules and laws out there that regulates standards of testing that where not complied to, which only competent professionals would know. It’s unfortunate the Council have no resident qualified physicians with the necessary qualification to set such an evaluation, that is why they outsourced.
This can amount to a diplomatic insult, because a number of these graduates where on free scholarships given by those countries. It’s sad but the government have failed their own children. – Gibson Van Mooren
