Why labour awareness matters

Namibia is entering an exciting period of economic opportunity. Businesses are expanding, investors are showing growing interest and discussions around oil and gas, green hydrogen, mining and other emerging sectors are increasingly becoming part of the national conversation. There is understandable optimism about what these developments could mean for economic growth, employment creation and the future of our country.However, amid conversations about investment opportunities, local content, entrepreneurship, infrastructure and economic growth, there is another conversation that deserves greater attention: labour law, decent work and the protection of workers.This is particularly relevant in the context of Namibia’s Sixth National Development Plan (NDP6), which identifies Efficient and Effective Public Service Delivery as one of its pillars and places emphasis on Labour and Employment Governance and the promotion of Decent Work. These priorities remind us that economic development should not only be about attracting investment, but also about ensuring that the benefits of that development are supported by fair, safe and responsible employment practices.As new industries and major projects take shape, labour awareness should be regarded as an essential part of Namibia’s growth agenda.The question should therefore not only be: How many jobs and investment opportunities will these developments create? We should also ask: Will workers understand their employment contracts? Will they know their rights and responsibilities? Will employers understand their obligations? How will workplace disputes be addressed? What protections are available when a worker believes they have been unfairly treated or dismissed?These are not secondary questions. They are fundamental to building a sustainable economy.Both employers and employees need to be continuously equipped with knowledge of their respective rights and obligations. This is particularly important as more Namibians, including young people, seek opportunities in emerging industries.Young people entering the workforce should have a basic understanding of employment contracts, working hours, leave entitlements, disciplinary procedures, grievance mechanisms, workplace conduct and their fundamental rights and responsibilities as employees. At the same time, employers, particularly emerging businesses, contractors and companies seeking to participate in major projects, must understand their responsibilities under Namibia’s labour laws and the importance of maintaining fair and compliant employment practices.Namibia already has a legal framework governing employment relationships. However, having legislation in place is one thing; ensuring that both employers and employees understand, respect and apply that legislation effectively is another.This is where labour law awareness becomes important. The conversation must also extend to occupational health and safety. A growing economy must also be a responsible economy.Investment and workers’ rights are not competing priorities.
