ROUX-CHé LOCKE WRITES:ONE AQUIFER. THREE NATIONS. ONE SHARED FUTURE. Perhaps one of the most important dimensions of the Stampriet aquifer is that groundwater does not follow political boundaries. The transboundary nature of the aquifer connects Namibia, Botswana and South Africa through a shared natural resource. That creates an opportunity – and a responsibility – for regional cooperation. The three countries may have different development priorities, economic circumstances and regulatory systems. But a shared groundwater resource creates a shared interest in understanding how that resource can be protected. This makes the Stampriet story part of a much larger conversation about water security, food security, responsible development and regional cooperation. It is a conversation that extends beyond the immediate debate surrounding uranium. It asks how countries sharing a natural resource can work together to safeguard it while allowing legitimate economic development to continue.WHAT DO WE KNOW AND WHAT STILL NEEDS TO BE ANSWERED? Complex environmental questions rarely have simple answers. That is why one of the most important principles in the Stampriet debate should be the distinction between what is known, what is believed, what is being investigated and what remains uncertain. SAUMA’s position is that potential risks associated with the proposed mining process require rigorous scientific scrutiny and that effective protection, transparency and meaningful public participation are essential. That means asking difficult questions. It means examining scientific and technical evidence; understanding regulatory requirements and proposed safeguards; ensuring that monitoring and governance arrangements are capable of protecting the resource; and, where questions remain unanswered, it means identifying what additional evidence is needed. The purpose is not to create fear. It is to create understanding. A credible public conversation should allow people to distinguish established facts from expert interpretation, SAUMA’s position from independently established evidence, and legitimate questions from claims that have not yet been substantiated. That is particularly important when the resource under discussion is one that cannot simply be replaced if its integrity is compromised. PROTECTING WATER IS A RESPONSIBILITY THAT EXTENDS BEYOND TODAY There is another reason the Stampriet aquifer conversation matters. It is about time. The decisions made today will not necessarily affect only today's communities or today's decision-makers. The farmers of tomorrow will inherit today's water decisions. The next generation will inherit today's environmental decisions. And the communities living across the region in decades to come will live with the consequences - positive or negative - of the choices made now. That makes the aquifer more than a technical environmental issue. It is part of Namibia's natural inheritance. The question therefore becomes: What are we leaving behind for those who come after us? A BIGGER CONVERSATION ABOUT NAMIBIA’S FUTURE The debate surrounding the Stampriet aquifer will inevitably involve different perspectives. There will be discussions about mining, investment, economic development, uranium, technology, regulation, environmental protection and regional cooperation. Those conversations are necessary. But they need to be informed conversations. For SAUMA, the opportunity is to ensure that the aquifer itself is not lost within the wider debate. What is this resource? Who depends on it? What could potentially affect it? What does science tell us? What safeguards are necessary? How should the public participate? And ultimately: How do we protect water while responsibly navigating Namibia's development ambitions? These questions provide the foundation for a conversation that is bigger than any single project. They also provide an opportunity to bring together scientists, farmers, communities, businesses, policymakers and citizens around a resource that connects them all. THE WATER BENEATH US The Stampriet aquifer cannot be seen from the road. It does not dominate the skyline. It does not announce itself. Yet beneath the dry landscapes of south-eastern Namibia is a groundwater resource connected to people, livelihoods, agriculture, ecosystems and a region's future. That makes its protection a conversation worth having - openly, responsibly and based on sound scientific evidence. Because water is not simply something we use. It is something we inherit, depend on and ultimately have a responsibility to protect.
