FELIX TJOZONGORO, ROAD SAFETY EXPERT/ACTIVIST WRITES:The recent outcry over speed humps on the Western Bypass has sparked a heated national debate. However, much of the frustration stems from a fundamental misunderstanding of what the Western Bypass actually is – and, more importantly, what it is not.THE FREEWAY MYTHIn the eyes of the law, a “Freeway” is not just a fast road; it is a specific legal designation marked by appropriate road signs. If you look at the Western Bypass, you will see green B1 markers, but you will not find the official freeway start sign (the icon of two lanes passing under an overpass).By international engineering standards, a freeway must have Full Access Control (no driveways), Grade Separation (no traffic lights or intersections), and Divided Carriageways. Our Bypass currently has traffic lights, allows pedestrians and cyclists, and is only now beginning to close off informal access points. Until these conditions are met, calling it a freeway is legally and technically incorrect.THE REALITY OF THE LAWEven if we were to argue that the road should be treated as a freeway, the law is clear. Under Regulation 323(2), while the general limit for a freeway is 120km/h, the Minister of Transport has the full legal authority to implement lower limits via road signs wherever safety demands it. On the disputed stretch, the sequence of signage is crystal clear:– Warning of road condition changes.– Reduction to 60 km/h.– Reduction to 30 km/h.– Speed hump warnings.THE HUMAN COST: COMPLIANCE VS. CARNAGEThe “rear-end” collisions and complaints splashed across the media are not failures of engineering; they are a damning reflection of Namibian driver behaviour. The hard, uncomfortable truth is that a staggering number of Namibian motorists simply do not adhere to speed limits, nor do they care about road signs. They treat traffic laws as optional suggestions. If a driver hits a traffic-calming measure at 100km/h in a clearly marked 30km/h zone, the fault lies entirely with the driver, not the hump.We have lost far too many family breadwinners on the Western Bypass. When a breadwinner is killed in a high-speed crash, the economic and emotional stability of an entire household shatters. How can we, as a society, compare the minor inconvenience of slowing down for two minutes to the permanent, devastating cost of losing a human life?The public complaints about vehicle maintenance are a textbook example of misplaced priorities. Mechanics can fix a worn suspension, replace shock absorbers, and realign wheels; they cannot fix a lost life or bring back a parent. The economic burden of a single fatal crash on the B1 – in emergency response, medical bills, and lost societal productivity – far outweighs any minor delay or mechanical wear.A CRITICAL SHIFT: FROM EGO TO EMPATHYThe single biggest crisis on Namibian roads today is an aggressive, impatient driving culture. Too many drivers view the road as a personal kingdom to conquer rather than a shared public utility. We line up to buy the latest, fastest vehicles, and somehow believe that a premium badge gives us a premium right to ignore the law.We drastically need a cultural shift from ego to empathy. The Western Bypass is a shared space used by workers trying to walk home across town, families travelling together, and logistics transport.As it stands, the Law is the Law, and the signs are there for a purpose. Let us comply with them to keep each other alive. If we want structural changes, let us engage our leaders through proper channels – but until then, take your foot off the gas.
