Function of school boards

They fail when communities are gradually excluded from meaningful participation in decisions that shape educational life.In Namibia, school boards were introduced as instruments of democratic governance to put schools in the hands of the communities they serve and to convert parents, teachers and local stakeholders from spectators to active custodians of educational quality. But after all these years, the uncomfortable question is: have school boards survived as engines of community governance, or have they become symbolic institutions with less and less power over the realities of school management and learner success?The purpose of establishing Namibia’s school boards was to give communities a meaningful voice in the educational system. However, in many schools today, they run the risk of becoming little more than ceremonial structures. Although they are present in policy, they are increasingly absent from the practical decisions and oversight responsibilities that shape the outcomes for learners and the future of public education.Throughout Namibia’s educational history, school boards have been considered an essential component of democratic educational governance. After the country gained its independence, constitutional and legislative reforms were implemented to enhance community participation, decentralise decision-making and enhance accountability in the administration of public schools. As a result of this governance model, parents, teachers, students, and community representatives were able to influence decisions that would affect the quality of education, school growth, and the efficiency of administrative institutions. It was therefore a deliberate departure from the centralised and exclusive educational structures of the colonial era. School boards, on the other hand, created opportunities for communities to actively shape the future of their schools.Nevertheless, there is growing concern that many school boards have gradually strayed from the governance and oversight functions they were intended to perform. Some schools now operate at a distance, exerting limited influence over the practical challenges affecting teaching, learning, discipline and accountability.This contrasts with the traditional approach of maintaining an active presence in schools. On account of this, it would appear that their contribution to the overall quality of education and the institution’s performance has diminished.School boards must reclaim a more visible, engaged role to ensure effective school governance. Therefore, this does not imply interference in the professional management of schools; rather, it will strengthen oversight, accountability, and stakeholder participation. Promoting positive learner behaviour, supporting a healthy school culture, and ensuring that educators uphold professional and ethical standards are all responsibilities of school authorities.CONDUCIVE ATMOSPHEREAdditionally, they should monitor whether or not teaching and learning are being implemented effectively, as well as whether or not all stakeholders, including students, teachers, parents, and school leadership are fulfilling their responsibilities in establishing an atmosphere conducive to academic achievement.It is important to instill in students the desire to cultivate constructive attitudes toward education and to behave in a disciplined manner while they are in school.When it comes to instruction, teachers should exhibit professionalism, ethical behaviour, and appropriate presentation. On the other hand, parents should actively contribute to the social and academic development of the school community. School boards can strengthen relationships among stakeholders and cultivate a culture of accountability through meaningful engagement.The constitutional and educational framework of Namibia, which recognises education as a fundamental right and encourages participatory governance in educational institutions, provides the legal foundation for school boards. School boards were given a wide range of responsibilities, including contributing to strategic planning, supervising development initiatives, advising on staffing issues, supporting policy implementation, promoting discipline, and representing the educational interests of local communities. Because of these responsibilities, school boards were able to establish themselves as an essential agent of accountability, transparency and school improvement.Even though this mandate is in place, there are growing concerns regarding the effectiveness of these practices in the modern era.In earlier eras of school governance, school boards were frequently characterised by stronger community engagement and more active participation in school affairs.On the other hand, many modern boards appear to play a less active, more symbolic role, with less influence over important governance matters and decisions.This article argues that the decline in the effectiveness of school boards should not be accepted as unavoidable.
