Deel 1: Situasie in houtskoolbedryf

Dit was met groot belangstelling dat ek die twee briewe “Verwoesting van mopaniebome” op 31 Oktober in Republikein gelees het, en ook op 13 November 2023.

Ek wil graag ’n paar opmerkings hieroor maak, want dit gaan nie net oor die feit dat ou mopaniebome genadeloos deur gulsige produsente tot houtskool verwerk word nie, maar dit gaan ook oor die invloed wat die uitlaatgasse van die houtskoolstokery het. Die Kunenestreek is een van die gebiede wat die ergste deur droogte geraak word, en daar kan aanvaar word dat dit aansienlik beïnvloed word deur die vrystelling van houtskoolproduksie.

Dit is waar dat die Mopaniebelt, wat ook die Ugabvallei insluit, al vir meer as 20 jaar geplunder is met die goedkeuring van onder meer die direktoraatbosbou. Die oespermitte maak ook melding van indringerbosse, maar niemand hou daarby nie. Die houtskoolwerkers word betaal volgens die tonne wat geproduseer word en geen bosse word gevat nie.

Hierdie genadelose plundering van mopanievoorrade oortree duidelik die Grondwet, en ons het ’n paar jaar gelede ’n ondersoek deur die Ombudsman laat doen met skokkende resultate. Die verslag is tot ons beskikking en is ook aan die destydse direkteur van die direktoraatbosbou en die MEFT gestuur.

Die direkteur het sy hoogs wetenskaplike kennis uitgespreek deur te verklaar: “Ons het genoeg bome daar.”

En toe verdwyn die Ombudsman-verslag.

Alle, inderdaad almal, relevante ministeries en departemente is oor die jare bewus gemaak van die misbruike in die houtskoolbedryf, maar sonder sukses.

Die agbare minister Schlettwein het in Desember 2022 ontdek dat ou mopaniebome in die Outjo-omgewing tot houtskool verwerk word, en hy het destyds op Twitter sy afgryse hieroor uitgespreek en aangekondig dat hy elke klip gaan omdraai om dit te keer. Maar hy het blykbaar nie ’n klip gekry nie, want die ellende duur voort. Terselfdertyd reik die verantwoordelike boskantoor in Outjo Aspro No. vir die staatsplaas uit. 86 in Ugabvallei ’n oespermit vir onbeperkte ton vuurmaakhout en vir onbeperkte en onbeheerde produksie van houtskool uit mopaniebome. Die staatsplaas Aspro is heeltemal afgetakel soos dit ’n staatsplaas betaam en permitte is nie toegelaat om daar sonder ’n boskenner uitgereik te word nie en aangesien hierdie plaas aan die regering behoort, moes die minister as eienaar die permitaansoek onderteken.

Hier in die Ugabvallei is honderdduisende ou mopaniebome tot houtskool verwerk en die verantwoordelike minister van die MEFT kan beslis aan die publiek verduidelik wat dit met bosverwydering te doen het. Hy sal beslis ’n verduideliking hê oor hoekom die enorme emissies aanvaar word en ons het reeds daarop gewys dat ons gaste nie meer ’n goeie nag se slaap kan kry nie, omdat die skerp reuk van die houtskool hulle verhoed om te slaap en dit is ook nie doeltreffend in advertensies nie. As besoekers hoofpyn het, wakker word met waterige oë en klere wat na houtskool ruik.

Die verantwoordelike ministerie is natuurlik bewus daarvan, dat byvoorbeeld in die Ugabvallei, die emissies in die omliggende berge nie weggaan nie en ’n ernstige las op almal plaas. Só skryf Teofilus Ngithila: die rook kan in valleie versamel en aansienlike oorlas veroorsaak. Hy is deeglik bewus van die situasie in die Ugabvallei en wat doen hy?

Volgens die gesondheidsinspekteur van die MoHSS het tot 400 houtskoolwerkers gelyktydig in die Ugabvallei in die Vingerklip - C 35-gebied gewerk. Daar was geen toilette of ander sanitêre geriewe nie. Die inspekteur het die situasie as betreurenswaardig beskryf, maar volgens sy eie verklarings is dit verydel omdat sekere persoonlikhede betrokke was.

Namibië produseer jaarliks ongeveer 200 000 ton houtskool met 15 000 tot 20 000 oonde. Ongeveer 5 ton hout word benodig per ton houtskool. Dit beteken dat ongeveer 1 miljoen ton as in die lug of grond gaan uitstoot wat skadelik vir die klimaat en skadelik vir die gesondheid is. Ek heg ’n paar foto’s aan vir inligting.
