Namibië kan nie nou van SA rand skei

Sal ‘ekonomies rampspoedig’ wees
Die BoN se adjunkgoewerneur het verduidelik omdat Namibië die meeste van sy handel met Suid-Afrika doen, is dit belangrik om die twee geldeenhede gekopppel te hou.

Nuusredaksie - Namibië het geen onmiddellike planne om sy geldeenheid van die Suid-Afrikaanse rand te ontkoppel nie, aangesien dit ’n verwoestende impak op die plaaslike ekonomie sal hê, het die Bank of Namibia (BoN) onlangs gesê.

Die BoN se adjunkgoewerneur, Ebson Uanguta, het verlede week gesê hoewel dit dalk polities haalbaar klink om die Namibiese dollar van die Suid-Afrikaanse geldeenheid los te maak, sal dit rampspoedig vir Namibië se ekonomie wees.

Solank Namibië se handelsbetrekkinge met sy suidelike buurland bly soos dit is, sal dit onbenullig wees om die twee geldeenhede te ontkoppel, het hy gesê.

Ons susterkoerant Namibian Sun het Maandag berig dat die verswakkende Suid-Afrikaanse rand Namibië se invoerrekening verhoog. Die verswakkende geldeenheid is egter goed vir plaaslike uitvoerverdienste – hoewel Namibië se uitvoere aansienlik laer is as sy invoere.

WAARDEVERMINDERING

Volgens Simonis Storm het die rand gedurende Augustus ’n beduidende waardevermindering van 5,8% teenoor die Amerikaanse dollar ervaar, wat ’n piek-wisselkoers van R19,17/US$1 bereik het.

Hierdie waardevermindering het gelei tot hoër koste vir beide Namibiese verbruikers en besighede wanneer dit kom by die invoer van goedere.

Data verskaf deur die Namibië Statistiekagentskap (NSA) het aangedui dat Namibië se invoerrekening in Augustus op N$12,3 miljard gestaan het, terwyl uitvoere N$7,4 miljard beloop het. Gevolglik het Namibië se handelstekort in Augustus tot N$4,9 miljard vergroot vanaf N$3,7 miljard wat die vorige maand aangeteken is.

‘SA SE GEMORS’

Die band tussen die twee geldeenhede ontstig sommige Namibiërs, wat aanvoer die land is dikwels vasgevang in Suid-Afrika se “gemors”, insluitend die sogenaamde Lady R-sage toe Suid-Afrika daarvan beskuldig is dat hulle Rusland in die geheim van wapens voorsien het.

Weens hierdie voorval het die waarde van die rand – en by implikasie die Namibiese dollar – van R18,80 tot die Amerikaanse dollar op 10 Mei tot R19,30 teenoor die dollar teen 18 Mei gedaal.

Maar Uanguta glo ondanks al die uitdagings is dit onvermydelik dat die plaaslike geldeenheid aan Suid-Afrika s’n gekoppel sal bly.

“Eerstens is dit om prysstabiliteit te bereik. Tweedens is dit vir ons om mededingendheid te verkry en daardie mededingendheid is gekoppel aan jou handelsbetrekkinge en handelstruktuur,” het hy gesê.

“Ons handelsbetrekkinge met Suid-Afrika het nie regtig veel verander sedert onafhanklikwording nie. Sowat 15% tot 20% van ons uitvoer gaan na Suid-Afrika. Sowat 70% van ons invoer kom vanaf Suid-Afrika.”

Uanguta het ’n prentjie van prysstabiliteit geskets en bygevoeg: “Gestel ons was gekoppel aan die Amerikaanse dollar of enige ander geldeenheid. Dit sou beteken in terme van ons invoere, sou ons Amerikaanse dollar nodig hê om van Suid-Afrika af in te voer. En hoe maak jy Amerikaanse dollars? Jy maak Amerikaanse dollars uit uitvoere – maar onthou, ons uitvoerrekening is minder as ons invoerrekening.”

Hy het verduidelik omdat Namibië die meeste van sy handel met Suid-Afrika doen, is dit belangrik om die twee geldeenhede gekopppel en maklik toeganklik te hou.

TE DUUR

“Baie van ons internasionale finansiële verpligtinge is in rand. As dit nie die geval was nie, sou ons die Amerikaanse dollar moes omskakel, en met al hierdie waardevermindering aan die gang, sou jy meer moes betaal en dit gaan te duur wees,” het Uanguta gesê.

Hy het bygevoeg: “Die feit dat ons meestal van Suid-Afrika af invoer, beteken dat daar geen transaksiekoste is nie. Waar transaksiekoste betrokke is, sal dit ons inflasie opstoot.

“Ek weet dat ons [Namibiërs] ietwat nie van hierdie reëling hou nie, gegewe ons politieke geskiedenis, maar vanuit ’n ekonomiese perspektief oorskry die voordele die koste.”
