Banke sal kerke met registrasieproses help

Niewinsgewende organisasies het nou uitstel tot voor 31 Oktober ontvang om by die FIC te registreer en aan nuwe wetgewing te voldoen.

Verskeie kerke was verlede week ontsteld toe die Bank of Namibia (BoN) se Sentrum vir Finansiële Intelligensie (FIC) banke glo opdrag gegee het om hul bankrekeninge te vries, net om die opdrag Vrydagnamiddag te herroep.

Uitstel vir registrasie is toe ook tot voor 31 Oktober gegee “met banke wat individuele kliënte sal bystaan om te registreer” ingevolge die Wysigingswet op Finansiële Intelligensie no. 6 van 2023.

Dit kom nadat die FIC aanvanklik daarop aangedring het dat alle niewinsgewende organisasies in Namibië teen 29 September geregistreer moes wees en aan streng verklaringsmaatreëls in verband met hul geldsake moet voldoen.

Dit sodat die FIC glo kan vasstel of ’n organisasie ’n risiko loop om terrorismebedrywighede te finansier of vir geldwassery gebruik te word.

HERROEP

Die Namibiese Raad van Kerke (CCN) se dr. André September het Vrydag in ’n boodskap aan kerke gesê hy het Vrydagoggend met die BoN se adjunkgoewerneur in gesprek getree nadat hy daarvan in kennis gestel is dat verskeie geloofsorganisasies se bankrekeninge gevries is.

September sê hy is Vrydagnamiddag in kennis gestel dat die opdrag onmiddellik herroep sal word. Eerder as om strafmaatreëls toe te pas, sal die banke nou bystand in die registrasieproses verleen, het hy gesê.

September het bygevoeg dat betrokke kerke dienooreenkomstig ingelig moet word.

Republikein het Vrydagoggend ook die BoN se woordvoerder, Josefina Oskar, gekontak wat gesê het daar behoort binnekort ’n mediaverklaring in die verband uitgereik te word. Tot dusver is geen verklaring ontvang nie.

KERKE

Ds. Thijs van der Merwe, die algemene sekretaris van die NGKN (NG Kerk Namibië) het gesê verskeie niewinsgewende organisasies se bankrekeninge was gevries – sommige wat reeds heraansoeke vir registrasie ingedien het.

Hy sê hyself dra kennis van twee NG kerke in die land, naamlik dié op Maltahöhe en Oranjemund, wie se rekeninge ook gevries is. “Maltahöhe se herregistrasie is egter op 2 Oktober ingedien. Daar word nie met die betrokkenes gekommunikeer nie.”

Daarbenewens het hy verneem dat die bankrekeninge van 75 niewinsgewende organisasies op Rundu ook gevries word. Hy meen daar is drakonies opgetree, terwyl hulle met tronkstraf en swaar boetes gedreig word.

“Daar is nie met diegene wat reeds geregistreer is gekommunikeer dat hulle moet herregistreer nie. Slegs openbare aankondigings is gemaak, daar is nie met die mense self gekommunikeer nie,” het hy gesê en bygevoeg dat dit erg ontwrigtend is.

“Jy kan jou indink – dit is mense wat onder meer kos moet aankoop vir hul sopkombuise, maar alles ruk nou tot stilstand.

“Boonop het die banke geen keuse nie, as hulle opdrag ontvang om die bankrekeninge te vries, moet hulle dit doen.”

Kanaal 7 se Niël van den Berg sê hulle het vyf jaar se kwytskelding gekry om aan die nuwe wetsvereiste te voldoen.

Hy sê alhoewel hy begrip het vir die nuwe wetgewing en nie daarteen gekant is nie, sal veral kerke se bankrekeninge wat gevries word kwesbare mense raak – veral waar kerke kwesbare mense versorg en dikwels sopkombuise bedryf.

Hy het bygevoeg dat mense wat by die tipe organisasies betrokke is, meestal nie rekenmeesters of kenners van finansies is nie en tans gekonfronteer word met iets heeltemal nuut en onbekend.
