Western Bypass is not safe yet

I would like to address the situation on the bypass and would appreciate it if the relevant authorities could respond.
The bypass is a very dangerous high-way for drivers and pedestrians. Authorities are not taking responsibility for the safety of road users.
Every month a pedestrian is getting killed, cars are making U-turns (on a highway!) and cars are driving at more than 200 km/h. Pedestrian are crossing this high-way in the dark of the night. This is extremely dangerous.
First of all, it is a HIGHWAY. Cars are supposed to drive at 120 km/h. What do the authorities do?
They put up a few signs to show you should drive 80 km/h. And still pedestrians are being killed.
I would like to propose the following:
• Pedestrian bridges for people to cross the highway safely.
• Barriers on the sides to keep pedestrians from crossing the highway. (They will have to use the bridges.)
• Barriers between the two highways to stop cars from making U-turns.
• Put up lights on the bypass in the city area.
This is how highways in developed countries look. We need to get our highways up to international standards to protect our citizens and to make it safe for visitors to our country.
