Die regering moet Namibiërs nie verkwalik as hulle pessimisties is dat alle inwoners reeds teen 2022 – oor vier jaar van nou – toegang tot goeie gehalte gesondheidsorg sal hê nie.

Hierdie mikpunt in die Vyfde Nasionale Ontwikkelingsplan (NDP5) is verlede week deur pres. Hage Geingob opgehaal toe die Universiteit van Namibië se mediese kampus na hom vernoem is.

Gou gaan dít nie gebeur as voortdurend oor eise weens beweerde nalatigheid by gesondheidsinstellings van die staat berig word nie. Ook nie as private sakelui, soos in Khomasdal, besigheid op die perseel van ‘n staatskliniek doen nie.

En hierdie is saam met klagtes oor vuil, vervalle en onderbemande geriewe, asook swak diens maar net van die probleme in die openbare gesondheidsektor.

Republikein bly van standpunt dat dit nie verkeerd is om hoog te mik nie. Uitermate strawwe en selfs onmoontlike doelwitte kan egter ‘n verlammende uitwerking hê. Doelwitte moet haalbaar wees.

Gesondheid en onderwys is van die begrotingsportefeuljes wat vanjaar opnuut gekla het dat hul nie genoeg geld ontvang om hul take uit te voer nie.

Baie Namibiërs deel die gevoel – ook uitgespreek deur stigterspresident Sam Nujoma tydens sy 89ste verjaardag die afgelope naweek. Maar saam met meer geld is groter doeltreffendheid minstens ewe belangrik.

Nie gesondheid, onderwys of enige ander openbare diens sal boonop dramaties verbeter sonder die verantwoording en rekenskap waaroor so dikwels gepredik word nie.

Moeilike en ongewilde besluite is noodsaaklik vir vooruitgang.

Gaza shootings: stop killing unarmed civilians

It is inexcusable for soldiers of a military, especially those under democratic civilian control, to shoot and kill protesters, almost all of whom were unarmed, and who pose no credible threat.

Yet at the boundary between Gaza and Israel today Israeli soldiers seem to have done just that.

Israel’s army evinced no shame in committing what looks like a war crime. These are serious accusations. Yet they were greeted with little more than a shrug.

The conflict in the Holy Land is not a zero-sum game, where there is just one winner. The opposite is more likely to be true. Either both will fail – and continue with one civilian population humiliating and terrorising the other.

Or they find a way to live side by side in two states, one that affords each people their own independence and security.
