Over 25 000 apply for 120 positions
Vita Angula – Nearly 26 000 people applied for 120 correctional officer positions at the Namibian Correctional Service (NCS), advertised in May 2019.
The head of the NCS central staff directorate, commissioner Sam Shalulange, told Nampa of the 25 988 applicants, 9 218 were shortlisted.
A total of 7 195 shortlisted applicants turned up for the written, oral and physical tests at various centres countrywide and 120 have been recruited to be trained as correctional officers.
“A huge number of applicants in comparison to the 120 positions shows that there might be a problem of unemployment in Namibia, and it is not about people just wanting to work for NCS,” said Shalulange.
Namibia’s current unemployment rate stands at 34%, according to the Namibia Statistics Agency Labour Force Survey of 2018.
Labour consultant Herbert Jauch attributed the country’s high unemployment rate to the structure of the Namibian economy.
Exporting jobs
In an interview with Nampa, he said if the country had a manufacturing base it would lead to employment creation.
“By adding value to our raw materials we would create jobs domestically, but now we export jobs along with our raw materials to foreign countries,” Jauch said.
He said as a result of this structure Namibian youth are flocking to government agencies for employment prospects, which the government is not in a position to produce due to financial constraints.
Shalulange said in the past, the position of correctional officer 1 (on salary grading 12 in the public service system) only drew applications from those with minimal qualifications, but now even those with advanced qualifications are applying.
‘Over-qualified’
Bernhardt Kukuri, deputy executive director at the Public Service Commission Secretariat told Nampa hat previously, entry level posts such as those at grade 12 salary level did not have such high numbers of applicants.
He said lately, applicants who are over-qualified in terms of having attained degrees at bachelor and masters level are applying for entry level jobs in government ministries and agencies - increasing the number of applicants altogether.
