GIPF vol vertroue oor behuising

Die fonds het ’n versagtingsplan ingestel om die verlies van hul beleggings te voorkom.

Ogone Tlhage – Die staatsdiens se pensioenfonds (GIPF) is vol vertoue hul behuisingsbelegging sal ’n sukses wees.

Die GIPF het tot dusver N$1,38 miljard in infrastruktuurprojekte vir behuising, N$600 miljoen in finansiering vir bekostigbare behuising en N$779 miljoen in finansiering vir wooneenhede vir alle inkomstegroepe belê.

Die fonds is vasbeloste om nie dieselfde foute as in die verlede te maak nie – veral nie ná die noodlottige belegging van N$600 miljoen in die Ontwikkelingskapitaal-portefeulje nie.

Mnr. Conville Britz, die algemene beleggingsbestuurder, sê die fonds het ’n versagtingsplan ingestel om die verlies van hul beleggings te voorkom. Britz verduidelik verder die GIPF het deur middel van eiendomspesialiste in behuisingprojekte belê.

“Al ons blootstelling aan wooneenhede word behou deur mandate wat toegeken is aan eiendomspesialiste. Hierdie mandate bepaal breë beleggingsriglyne rakende beleggingsbeperkings, vereiste risiko- en opbrengsprofiel, waardetoevoegingstrategieë en risikobestuur,” het Britz gesê.

"Alle transaksies kom met bepaalde voorwaardes om die risiko’s te versag. Dit sluit tipies sekere formaliteite, nodige noulettendheid en voorverkoopsvlakke in,” het Britz gesê.

Volgens hom word prestasie-aanwysers vir fondsbestuurders gestel, wat deur die loop van mandate gemonitor word.

“Hierdie mandate duur vir ’n tydperk van 10 jaar, wat genoeg tyd is om waarde by projekte te voeg en hierdie projekte winsgewend af te handel,” het Britz gesê.

Wanneer eiendombeleggings nie goed verloop nie, sal die fondsbestuurders se prestasieaandeel ook afneem.

"Indien 'n bepaalde eiendomsontwikkeling ná so ’n streng proses binne die tydsbestek van die mandaat nie goeie uitslae lewer nie, sal dit tot gevolg hê dat die algehele behuisingsportefeulje binne 'n gegewe mandaat nie die vereiste wins maak nie, en die mate verminder waartoe fondsbestuurders in prestasiefooie kan deel,” het hy gesê.

"Só ’n ontwikkeling kan óf teen 'n noodgedwonge afslag verkoop word, óf dan oorgedra word na ’n direkte portefeulje in die GIPF-naam om tyd vir markregstellings te bied. Dit is onwaarskynlik dat ’n eiendomsontwikkeling só swak presteer dat ons nie die koste van ons belegging verhaal nie,” het Britz gesê.

Op die vraag of die GIPF nog ’n behoefte daaraan gehad het om in meer behuisingsprojekte te belê, het hy gesê 'n totaal van N$600 miljoen is vir fondsbestuurders opsy gesit.

"Die GIPF het in 2018 bekostigbare behuisingsmandate gelykstaande aan 'n bedrag van N$600 miljoen toegeken. Dié bekostigbare behuisingsmandate is oop vir die befondsing van nuwe ontwikkelings, wat aan die vereistes van bekostigbaarheid vir huishoudings met 'n minimum gesamentlike inkomste van N$30 000 voldoen.

“Dít is gelykstaande aan huise van maksimum N$900 000, wat grond insluit,” het Britz gesê.
