Almost impossible to open a school

Everyone knows that Namibia is in desperate need for more schools, but it is a frustrating business and it seems to me a very risky business to register or open a school in Namibia.
Upon visiting the Ministry of Education for the process you receive only an application form, with various information they are looking for, from curriculums to teachers, budgets, finance etc.
This is all very well and understandable. One wants to ensure that it will be an accredited institution for the benefit of children and not a money making scheme.
After this you are pretty much left in the dark. This application takes up to 6 months if not longer to be processed. They will not explain or give any further information how the process works.
From what I can gather, one then gets a list of things that they still need before you can build. This they are not willing to share either.
Then you need to buy the erf, build the buildings and get the classrooms ready and wait until they are ready to inspect. This can take up to 6 months if not longer. You must wait to get the okay before you can proceed.
Now please explain to me how any person can afford to buy an erf or rent it, build the buildings or rent then and equip it, pay for security and teachers on the payroll for 6 months or longer while not earning an income? This is incomprehensible. Anyone who is going to open a school needs to have the classrooms ready and finished in October for viewing so that the parents can commit for the coming year of January. That is common sense.
It seems to me the Ministry of Education will not give a comprehensive process manual as then they will be held accountable for their service and actions. Heaven forbid!
If there is a comprehensive manual in place, my sincerest apologies. But please let the rest of us know where we can find it.
