Do I smell a rat at Treasury? Is there a dictatorial or sell-out clique at Treasury? Why is there so many contradictions concerning approval of funding to Ministries and State Owned Enterprises lately? Who has the power by the way? Is it Cabinet or Treasury? Or is someone at Treasury applying the Finance Act dogmatically?
