Do I smell rat?

El Vaquerito writes:

Do I smell a rat at Treasury? Is there a dictatorial or sell-out clique at Treasury? Why is there so many contradictions concerning approval of funding to Ministries and State Owned Enterprises lately? Who has the power by the way? Is it Cabinet or Treasury? Alternatively, does Cabinet take uninformed decisions about the availability of funds? If the Minister of Finance sits in Cabinet.

Or is someone at Treasury applying the Finance Act dogmatically? Is this perhaps also not having something to do with the so-called money laundering Act, which is sponsored and imposed on Namibia by imperialists to try to trace all our dollars, especially those that are going to our friends who are considered by others as terrorists? What is really going on?
