TO WHOM IT MAY CONCERN.

I, Johannes Thomas Coleman, councillor in the local authority council of Keetmanshoop and chairperson of the Management Committee of the Keetmanshoop local authority, herewith and on behalf of the Management Committee, state as follows:

That we dissociate the Management Committee and Council from the unlawful decisions and appointments made at a meeting held on 11 August 2010 by the majority of councillors, which acted on their personal or own accord.

That any person or staff member who is appointed in any position and who may accept such position or contract or agreement signed unlawfully, be informed that we exonerate ourselves and council from any such responsibility in the event such unlawful act is declared null and void.

That the Management Committee has postponed all appointments sine die, for investigation of complaints of irregularities made by councillors, dispute resolution and possible re-advertisement.

That the local authority council of Keetmanshoop shall not be held liable for any inconvenience, loss or wrongdoings and shall be accounted for in person by those responsible.

That we took exception to the unlawful decisions made and as such tabled a motion of no confidence in those councillors and in particular the Mayor.

That we distance ourselves from the unlawful manner and meeting (Monday 16/08/2010) in which the CEO has again been suspended and which seems to be a question of a witch hunt on this person.

We on behalf of Council regretfully apologize for any inconvenience this may have caused.
