12.10.2009 Swapo calls for sabotage of ‘RDP’ business – NSHR
THE Swapo Party had once again called upon the general public to sabotage the business of yet another alleged Rally for Democracy and Progress (RDP) supporter, human rights monitors in the Ohangwena region reported.
Speaking in his capacity as Swapo regional coordinator for the Oshikoto region, Armas Amukwiyu had called upon members of the public to sabotage the brickmaking and retail business of Oshikoto Region businessman David Ndungula (48). Ndungula is a businessman at the Oshigambo village, some 20 km north of Ondangwa. His business is situated at the Ekamba informal township, 1 kilometer east of the prestigious Oshigambo High School.
Amukwiyu was speaking at a Swapo rally held at the township on Saturday September 26th. Education Minister and Swapo deputy secretary general Nangolo Mbumba delivered the keynote speech at the rally. Approximately 250 people, mainly school children, attended the meeting.
In the recent past Swapo had also instigated members of the general public to sabotage, among others, the businesses of Ondangwa businessman John “Nambango” Haidika and Onankali businesswoman Nangula Paulus. The latter is popularly known as Limbandungila.
Intimidation in any form and the use of language which incites violence in any form, against any other person or group of persons, are impermissible in terms of Paragraphs 1 and 5 of the Code of Conduct for Political Parties read in conjunction with Section 43 of the Electoral Act 1992 (Act 24 of 1992), as amended.
Mr Phil ya Nangoloh, executive director of the National Society for Human Rights (NSHR), said: “Moreover, in terms of the legal doctrine of respondeat superior doctrine, which is also known as enterprise liability, as well as in terms of the doctrine of joint criminal enterprise, Swapo is perfectly capable of being sued for substantial damages for the commissions of Armas Amukwiyu.”
