THE Namibian Parliament recently passed the Electoral Amendment Act which, inter alia, provides for the Electoral Commission to conduct voter registration and polling for Namibians temporarily resident abroad. In this regard, the Electoral Act mandated the Electoral Commission to establish temporary registration points outside Namibia at any designated place.
Namibia’s permanent representative to the United Nations, Dr Kaire Mbuende, issued a statement informing Namibians living in North America how to go about registering and voting.
The Electoral Commission designated the two Namibian diplomatic missions in North America as registration and polling stations: Embassy of the Republic of Namibia, 1605 New Hampshire Avenue, N.W., Washington, D.C. 20009, U.S.A.

The other registration and polling station will be at the permanent mission of the Republic of Namibia to the United Nations; 360 Lexington Avenue; Suite 1502; New York; U.S.A.

The supplementary voters’ registration takes place on 17 to 30 September 2009 from 09:00 to 17:00 at the above-mentioned registration centers.
All Namibians who are not in possession of voter registration cards and are eighteen years and above by the date of registration, are eligible to register.
Proof of Namibian citizenship is a prerequisite, and the following documents can serve that purpose:
- Namibian identity card;
- Namibian ordinary passport;
- Birth certificate; or
- Namibian citizenship certificate.
“Namibian citizens living abroad will cast their votes on 13 November 2009 from 07:00 to 21:00. Therefore those Namibians resident in this part of the globe will cast their votes at the two above-mentioned polling stations.”
Namibians in Namibia will cast their votes on 27 and 28 November 2009.
