Dax en betaal op Rehoboth

DIE Regering se geld- en tydmorspoging om Namibiërs onder ’n nasionale narkose te plaas oor slepende wanbestuur en korrupsie moet vir die politieke papbroekigheid verwerp word wat dit is, en moet nie verwelkom word vir die poging tot beter administrasie van mnr. Pohamba, wat dit nie is nie.

• Tussen die werklikheid van mnr. Pohamba wat goeie administrasie wil bevorder en die waarheid rondom amptelike korrupsie en pligversuim, is ’n oseaan.

• As Rehoboth as voorbeeld gebruik word, is die Dax-koninkryk in die Blok E lokasiefaksie niks anders as ’n siek grap nie. Terwyl die inwoners van die dorp vir die amptelike wanbestuur moet dax en betaal, het die raad die luukse om gesag uit te daag en inwoners te minag.

Amptelike wanbestuur
 
Kerneels weet nie of die burgemeester van Blok E, mnr. George Dax, dalk nie Engels ken nie, maar volgens ’n “geheime verslag” wat Kerneels nou openbaar maak, het Dax se baas by die ministerie van plaaslike bestuur, mnr. Erastus Negonga, in 2005 nie net bedrog en wanbestuur geïdentifiseer nie, maar ook opdragte gegee wat geïgnoreer is.

Dorpsraad dombevoeg?
 
• Die verslag lees so: “Drastic intervention is need from the Ministry to remedy the Town Council from malpractice of the day to day running of the Council. Councilors and staff members have huge arrears on their services accounts. The Town Council deviates from normal recruitment procedures without any valid reason for that matter.

The council made adverse decisions basis on advice from the management. Tender procedures are not followed and councilors attending Tender Board meetings and makes recommendations to the council for final approval. Councilors are totally involved in day to day running of the Town Council’s affairs.”

• In goeie Afrikaans beteken dit dat die dorpsraad soos nou weer drie jaar later bewys is, algemeen “useless” is.

The Manager of Finance confirmed in a letter that the post of the Accountant was vacant as from November 2002, hence during an Extra Ordinary meeting, Mr. B M Dentlinger was appointed as Acting Accountant. However the duties of the Accountant are still being execute by Ms. C.V. Mouton who is Creditors Controller.”

She currently has standard seven qualifications which she declared to the council. She was considered for the reason that she is in the financial crisis and the only bread winner of the house. This appointment reveals that the council deliberately ignored the requirements and employed her.”

“The council advertised externally the vacancy of the Human Resource Officer. “The basic requirement is a National Diploma in Human Resource plus 2 years experience or grade 12 plus 5 years experience. It was found that seven candidates with either National Diploma or B.Tech applied. The panelist recommended Mr. BM Dentlinger with grade 12 and 17 years experience as fireman.”

• Sweepslag? “At the moment the council has contracted Ms. Mostert as consultant to train the staff in the HR Department which reflect the incapability of Mr. B. M. Dentlinger. It was concluded that the Management Committee just bulldozed the whole process. It should be the council mission that it should be free from all forms of discrimination, nepotism, favoritism and tribalism.

• Die Dentlinger-geluk het nie daar opgehou nie en die verslag wys verder uit dat: “It was found that the below given staff members and councilors drive council vehicles on 24 hours basis and staff members get monthly transport allowances for that purpose Mr. B.M. Dentlinger N 3084 RH

• “Councilors also attends Tender Board meetings which brings conflict of interest as they are the ones who receive the recommendation of the Tender Board for approval. It is a malpractice that the councilors involve themselves in the process of awarding the tenders on a later stage approve them.

The council took a resolution based on the finding and recommendations of Town Land Management Committee to stop the allocation of grazing land for one year because of overgrazing of stock. The former Regional Councilor and the mayor’s brother Mr. A. Dax applied for the land of camp 15, his application was approved for a period of five years. It was not established why Mr. A. Dax’s application was approved contrary to the resolution.
